HKTDC Fashion InStyle - 2024.04.20 ~2024.04.23

Home InStyle and Fashion InStyle, organised by the Hong Kong Trade Development Council (HKTDC), concluded at the Hong Kong Convention and Exhibition Centre today. The four-day fairs attracted some 24,000 buyers from 100 countries and regions, with a significant presence from Mainland China, Japan, Indonesia, Taiwan and the United States. Global buyers actively participated in the two fairs, proving Hong Kong’s status as the creative capital of Asia.

Sophia Chong, Deputy Executive Director of the HKTDC, said: “Home InStyle and Fashion InStyle, held concurrently this year, have effectively converged the latest global trends in home and fashion lifestyle products. The fairs have enticed professional buyers and buying missions from different countries and regions, including renowned fashion e-commerce giant Zalora, Glop Studio from France, Carrefour’s Turkiye Branch, Hometeka do Brasil S/A from Brazil, Hyundai Department Store from Korea and The Mall Group from Thailand. These events have created cross-sector opportunities for the industry. The HKTDC remains committed to promoting the development of the fashion and creative sectors and we will continue to inject new vitality into the Hong Kong fashion and creative industry by organising CENTRESTAGE, the HKTDC Hong Kong Watch & Clock Fair and Salon de TE in September this year, building upon the success of these two fairs to reinforce Hong Kong’s status as the creative capital of Asia.”

The Association set up an exhibition booth at the venue and invited its member company, Primotex Textiles Holding Limited, to showcase its products and actively participate in major industry events.


KIDS young Knitwear Designers’ Contest - 2024.04.20

For the first time, the Young Knitwear Designers' Contest 2024 organized by the Knitwear Innovation and Design Society (KIDS) went beyond Hong Kong to hold a finalist fashion show at Shenzhen Fashion Week. Attracting young designers from Guangdong, Hong Kong and Macao, the competition is not only a test of young design talent, but also an important milestone for the cooperation and development of the fashion industry in the Bay Area. Mr. Roger Chan, Chairman, Mr. Peter Hui (in his capacity as the Vice Chairman of the KIDS), Mr. Anothony Keung, and Mr. Felix Lee were present at the event to show their support.


香港紡織及製衣界共建「一帶一路」研討會 - 2024.03.21 (Chinese Only)

中國紡織工業聯合會(中紡聯)、東盟紡織工業聯盟(東紡聯)、香港紡織業聯會及香港紡織商會於3月21日正式簽署合作備忘錄,是首次中國內地、東盟、中國香港三地業界合作的區域性盛事,旨在共同深化三地業界的區域合作,探討「一帶一路」商機,促成三地市場、科研對接,深化互利合作。

合作備忘錄由中國紡織工業聯合會會長孫瑞哲、香港紡織業聯會會長及本會名譽會長羅正杰、香港紡織商會常務會長楊詩傑、東盟紡織工業聯盟會長Mr.Albert Tan共同簽訂,並由財政司司長陳茂波、中聯辦副主任尹宗華、紡織及製衣界立法會議員陳祖恒、香港紡織業聯會榮譽會長、香港紡織商會永遠榮譽會長陳亨利博士、香港紡織業聯會名譽顧問、香港紡織商會榮譽會長、旭日集團副董事長兼總經理楊勳先生、晶苑國際集團有限公司董事會主席兼執行董事及本會名譽會長羅樂風先生共同見證,吸引近250位三地業界精英、政商領袖及企業代表到場參與。

今次簽署儀式亦獲多方高度重視,中紡聯會長孫瑞哲特別帶領高規格代表團訪港,包括7名副會長及多名代表性的成員單位;東盟代表方面,則由東紡聯會長Mr. Albert Tan帶領柬埔寨、印尼、新加坡、馬來西亞、越南、菲律賓、泰國、緬甸等8個國家代表出席,場面盛大,彰顯本港作為橋樑紐帶的「超級連繫人」角色。簽署儀式後,隨即召開共建「一帶一路」研討會,以「深化中國內地、東盟、中國香港連繫 激發合作新高度」為主題,促進三地交流,既讓內地更了解東盟市場和投資機遇,同時亦讓東盟更了解中國內循環市場潛力,提升新質生產力,以發揮香港作為「門戶」角色,建構「跨國供應鏈管理中心」,充分發揮香港「國際化」優勢。

陳茂波致辭時表示,非常高興見證合作備忘錄的簽署儀式。他指出,去年「一帶一路」十周年峰會上,國家主席習近平就高質量共建「一帶一路」提出了八項行動,在「一國兩制」下,香港擁有「背靠祖國、聯通世界」的獨特優勢,一直是「一帶一路」倡議的積極參與者、貢獻者和受益者,未來也會繼續為倡議的推進貢獻更大力量。今次三地的紡織業商會在香港簽署備忘錄,正好體現香港作為「超級連繫人」的重要功能。他亦提及,近年國際貿易格局深刻變化,故在上月發表的《財政預算案》中提出將香港建構為跨國供應鏈管理中心,透過設立單一窗口,冀吸引內地生產企業來港設立管理離岸貿易的區域總部,並更好支援它們在「一帶一路」市場的發展。

紡織及製衣界立法會議員陳祖恒表示,在他與業界的努力下,促成內地、東盟、香港業界,簽署三方合作備忘錄,認為香港是時候全力拼經濟,在國際上廣交好友。他又提到,業界樂意擔起「前鋒」角色,強化香港的「門戶」功能,推動香港建構成跨國供應鏈管理中心,未來業界亦會與東盟有更多交流合作,講好香港故事,甚至再「連線」其他一帶一路國家,提升新質生產力,開拓更多商機。

中紡聯會長孫瑞哲指,「一國兩制」的香港自由開放、興盛穩定,是中國與世界的「超級聯繫人」,形容香港在全球紡織版圖中舉足輕重,是紡織商貿的樞紐、時尚文化的高地。 他指,中國內地、香港與東盟是全球紡織供應鏈上的核心力量,期望透過「破與立中創新」、「競與合中發展」、「融與通中開放」三點期望,開闢出全新領域,共同書寫「一帶一路」上紡織產業協同創新的錦繡新篇章。

東紡聯會長Albert Tan則表示,備忘錄是三地業界合作的重要里程碑,將有助促進三地的貿易和工業發展、投資機會、資訊流通、會員企業、行業展覽等其他互利共贏活動。同時也彰顯三地業界對強化策略合作關係、尋求更大發展機遇的堅定決心。他認為,要提升東盟和亞洲經濟體的競爭力,可透過加強與內地和香港業界的創新科技合作促進生產力,並強化東盟作為內地及香港出口至不同市場的跳板。

香港紡織業聯會會長及本會名譽會長羅正杰形容,備忘錄簽署象徵三地紡織業將可在全面、持續和多邊三大核心原則下,更牢固、更長遠發展,是一大重要里程碑,並相信業界作為「朝陽行業」,朝氣蓬勃、充滿發展契機,香港將更好發揮國際紐帶角色,助力中國與東盟強化更緊密聯繫。香港紡織商會常務會長楊詩傑表示,三地業界翹楚雲集本港締結合作連繫,體現三地業界共同決心推動行業達至新高度、新台階,期望未來透過共同努力,提升香港作為國際紡織市場主要樞紐的地位。


HKWSKMA x HKKEMA x KIDS Spring Dinner - 2024.03.12

HKWSKMA, HKKEMA and KIDS held a Spring Dinner at the Langham Hotel on 12 March 2024. Mr. Andrew Leung, President of the Legislative Council, Ms. Maggie Wong, Director-General of Trade and Industry, and Ms. Sophia Chong, Deputy Executive Director of HKTDC were honored to be invited to attend the dinner, which was attended by guests of honor. The scene was full of excitement and atmosphere, and we wished the industry a great success in the Year of the Dragon to welcome the prosperity of Hong Kong.

Mr. Roger Chan, Chairman of the Association, said in his speech that despite the challenges faced by the industry's major export markets in the past year, it is imperative to explore new markets in the face of high inflation and low consumer sentiment. However, in order to develop new markets, we must first understand consumer demand in order to be successful. Therefore, the Association will actively promote digitization and smart production in the industry. In terms of sustainable development, the Association will work with HKKEMA, with the support of the TID's TSF fund, to develop an online platform for calculating the carbon footprint of knitted garments, in the hope that Hong Kong's products will be able to obtain international carbon certification, thus contributing to sustainable development.


KIDS Young Knitwear Designers’ Contest in Hong Kong - 2024.01.05

KIDS organized a free seminar on “Developing Your Own Brand from Knitwear Design” on 5 January. The seminar introduced an overview of the Young Knitwear Designers Contest and tips on how to enter the contest, while some designers shared their insights and experiences in the field of knitwear design. In addition, Mr. Roger Chan, President of the Association, Ms. Hidy Ng, founder of HIDY N.G., and Ms Rain Fong from Hoopla, a HKWSKMA member, participated in the event as guest speakers.


Delegation visit to Beijing - 2023.11.26 ~ 2023.11.28

Mr. Henry Tan, Chairman of the Hong Kong Textile Council, led a delegation of representatives from the Hong Kong textile and garment industry, including Mr. Roger Chan, Mr. Bosco Law and Mr. Peter Hui, , to Beijing from 26 to 28 November 2023, including a seminar with the China Chamber of Textiles (CCTC). During the seminar, Mr. Cao Jiachang, Chairman of China Chamber Of Commerce For Import & Export Of Textiles, extended a warm welcome to the delegation. The two sides reviewed the impact and challenges experienced during the three years of the epidemic, and exchanged ideas and plans to further leverage the strengths of the Hong Kong and Chinese textile industry and enhance their competitiveness, including the development of a regional platform for the industrial chain, the enhancement of scientific research and development and research and development, as well as the facilitation of Hong Kong's active integration into the development of the Greater Bay Area, etc. In addition, the two sides also discussed Hong Kong's international textile and apparel industry. In addition, the two sides also explored cooperation issues such as the Hong Kong International Fashion Week and the international forum platform.

The delegation was also met by Mr. Xia Baolong, Director of the Hong Kong and Macao Affairs Office of the State Council on the 27th, which is of positive significance in promoting the development of the industry.

Mr Xia fully recognized the positive contributions made by the Hong Kong textile and clothing industry to the reform and opening up of the country and the economic development of Hong Kong. He encouraged the industry to continue to fully and accurately implement the principle of “One Country, Two Systems”, firmly support the Chief Executive and the HKSAR Government to govern in accordance with the law, continue to deepen economic and trade exchanges with the Mainland, and actively give full play to its international advantages, so as to contribute more to the maintenance of the stability and unity of the Hong Kong Special Administrative Region (HKSAR), the promotion of economic and social development, and the better integration into the overall development of the country. We will make more contributions to maintaining the stability and unity of the HKSAR, promoting economic and social development, and better integrating the HKSAR into the overall development of the country.


Sew Solution Visit - 2023.11.20

The Association organized an event on November 20, 2023 to visit Sew Solution's smart production line. Honorary Chairman Mr. Kenneth Lo, Vice Chairman Ms. Sherry Lo, Committee Member Mr. Peter Hui, and Mr. Milton Ho attended the event to support the event and to promote the industry exchange.

 Sew Solution Limited will set up a digital whole-garment knitwear smart production line with the RFS funding. The approved total project cost is about $49 million and the company will bear about $34 million. The smart production line will be established in the company's factory premises in Kwun Tong, covering product design, digital simulation of samples, engineering parameters and programming to intelligent production. The production line is expected to operate 22 hours per day, increasing the overall equipment efficiency by 35 per cent and reducing the production cost by 40 per cent compared with the existing production line.


Knitting a carbon Neutral Future: How The Knitwear Industry is Tackling Carbon Challenges - 2023.09.20

The EU’s Carbon Border Adjustment Mechanism (CBAM) proposes taxing high-emissions imports, aiming to prevent carbon leakage, reduce emissions. While CBAM offers certain benefits, and non-EU countries and regions like us must be proactive in preparing to mitigate its impact.

In view of this, teaming up with the Hong Kong Productivity Council (HKPC), the Hong Kong Woollen & Synthetic Knitting Manufacturers’ Association partnered with the Hong Kong Productivity Council (HKPC) today and hosted an engaging seminar centered around carbon neutrality within the knitwear industry.

We were honored to welcome Mr. VanHattum Walter, First Counsellor and Head of Trade and Economic Section at the European Union Office to Hong Kong and Macao. He provided valuable insights into what the EU Green and Due Diligence policies mean for knitwear businesses, offering a governmental and policy perspective.

Additionally, we had the privilege of hosting Mr. Stephen Yu, Chief Operating Officer of BSI Pacific, and Mr. Edward Chow, an expert in environmental excellence from HKPC. Together, not only did they emphasize the importance of initiating a sustainable journey, but also encouraged industry peers to take actionable steps in reducing their carbon footprint, obtaining certification, and effectively navigating the challenges and opportunities presented by climate change.

Congratulations on the resounding success of the Hong Kong Woollen & Synthetic Knitting Manufacturers’ Association x Barney Cheng Fashion Show at CENTRESTAGE 2023! It was truly a spectacular event that showcased the perfect blend of creativity, style and innovation. Meticulous planning and attention to detail were evident in every aspect of the show.

We were graced by the presence of the Honourable Andrew Leung GBS, JP for delivering the welcome speech and Ms. Lillian Cheong, Under Secretary of Innovation, Technology and Industry of HKSARG for officiating the opening of the show.

This show is a collaborative effort of some of the most storied pillars of the Hong Kong fashion industry – the Hong Kong Wollen & Synthetic Knitting Manufacturers’ Association, the Fur Federation and the Hong Kong Intimate Apparel Industries’ Association with the support of HKTDC in bringing Barney’s vision to reality. It exemplifies the high quality, boundless creativity and innovative spirit that the Hong Kong fashion industry represents. The city’s ability to seamlessly fuse tradition and modernity, craftsmanship and technology, has allowed it to carve out a distinctive niche in the fashion world.


Textiles and Garmment : Delegation to Dongguan & Shenzhen - 2023.04.19

The Textile Council of Hong Kong led a delegation of the Textiles and Garment industry leaders to conduct a two-day visit to two cities of the Guangdong Province, namely Dongguan and Shenzhen. Dr Henry Tan was the leader of the delegation, while and Mr Sunny Tan was the honorary leader. Not only did the delegation gather Chairman Roger Chan, Vice Chairman Ms Katherine Fang and Mr Jason Man, but also representatives from HKPC, HKTDC and the School of Fashion and Textiles of PolyU.

The itinerary of the first-day included visiting Regina Miracle, an intimate wear manufacturer, Sketchers and other organizations to understand the new technologies. On the second day, the delegation visited Huawei and BYD.


PolyU Appreciation Reception For Scholarship And Bursary Donors - 2023.04.14

The Hong Kong Polytechnic University (PolyU) held an appreciation reception on 14 April 2023 at the Global Student Hub on campus to thank donors who have set up scholarships and/ or bursaries for students in the academic year 2022/23. As representatives of the association, Chairman Roger Chan and Vice Chairman Jason Man hared their beliefs and aspirations to support education and PolyU for over four decades.


SME ReachOut-Go-Round 2023 - 2023.03.15

Chairman Mr. Roger Chan participated in ReachOut-Go-Round 2023’s networking session on 15 Mar. The event was organized by Hong Kong Productivity Council (HKPC)’s SME ReachOut team, and aimed to stop by different areas in Hong Kong and offer on-site consultations to SMEs, and share the latest Government funding information and application tactics.


Spring Gala Dinner – 2023.03.14

After three years into the pandemic, HKWSKMA and the Hong Kong Knitwear Exporters & Manufacturers Association finally got to host a Spring Gala Dinner for members to celebrate the new year, mingle and strengthen strong bonds with friends from the industry. We were honored to have Dr. Chan Pak Ki, Bernard, Under Secy for Commerce & Economic Development Bureau to address his welcoming speech as the officiating guest. The event was also supported by LegCo President Mr Andrew Leung, LegCo Council Member (Textiles and Garment) Hon Sunny Tan, and Election Committee members. Taking this opportunity, both associations expressed their gratitude to Honorary Chairmen through an award presentation.


Cobalt Yarn Expo – 2023.03.08

The Cobalt Yarn Expo Spring Summer 2024 was successfully held on March 8 -9. The event offered great opportunities to re-connect with yarn mills and fabric manufacturers after pandemic, and a channel to explore the new dyeing, spinning, and lab testing technologies which are in response to the growing aspirations for balanced and sustainable developments. Chairman Mr. Roger Chan, Honorary Chairman Mr. Bosco Law, and committee member Mr. Milton Ho visited the venue to show their enthusiastic support. Committee member Mr. Felix Chung, on the other hand, was invited to share his professional views on carbon credits and its trading market as guest speaker.


Green Textiles, Innovation and Technology Forum and Exhibition – 2023.03.01

Organized by the Hong Kong General Chambers of Textiles, took place from 28 Feb to 1 Mar at D2 Place, Lai Chi Kok, covering topics such as technologies, sustainable solutions and future trends in green textiles. Chairman Mr. Roger Chan, along with over 20 industrial experts and 300 guests, enjoyed the interactive exhibition, sharing and discussions.


ForeSight 2023 Annual Forum – 2022.12.02

The Hong Kong Productivity Council’s annual flagship event “ForeSight 2023” Forum was held at Science Park, bringing together top Government and business leaders and technology experts, including HKPC Chairman Mr. Sunny Tan, Former Chairman Willy Lin, Mr. Charles Li, Founder and Chairman of Micro Connect, and Mr. C.C. Chan, Honorary Professor of the University of Hong Kong. Chairman Mr. Bosco Law has attended and exchanged insights on prospective IT development trends and business strategies with other industry practitioners.


HKDI and IVE (LWL) Student Awards Presentation Ceremony 2022 – 2022.11.22

Speaking at the HKDI & IVE (Lee Wai Lee) Student Awards Presentation Ceremony on Nov 12, Chairman Mr. Bosco Law encouraged students to make good use of the resources around them, including the West Kowloon Cultural District, M+ and the soon-to-be Sham Shui Po Fashion Center, giving full play to their creativity in the fashion design industry so as to further develop Hong Kong into an international center for cultural exchanges.


Visiting the Innovative Hub AidLab and HKRITA – 2022.09.05

Chairman Mr. Bosco Law, Vice Chairman Mr. Roger Chan, committee members Mr. Wong, Ms. Sherry Lo from Fullcharm Knitters and Ms. Queenie Leung from Peninsula Fashion Knitwear joined a visit to AidLab and HKRITA co-hosted by the association,  Textile Council and Textile Chamber, exploring how the industry can enhance productivity and achieve sustainable development at the same time.

The Government has been actively promoting reindustrialization. With innovative elements such as new technologies, materials and modules injected by new hi-tech enterprises, it is our hope to bring opportunities for Hong Kong's textile and clothing industry.


PolyU MA Graduation Fashion Show 2022 – 2022.07.28

Committee Member Ms. Katherine Fang and other industry leaders, including member Mr. Anthony Keung and the Chairman of Textiles Chamber, Dr. Raymond Chu joined The PolyU MA Graduation Fashion Show 2022 at The Mills. Graduating students from the Master of Arts in Fashion and Textile Design showcased their own designs, proving that this design programme is cultivating outstanding talents and a new driving force for the global fashion industry.

Textile Council X HKECIC “Export Credit Guarantee Programme” Webinar – 2022.04.29

Organized by Textile Council, Chairman Mr. Bosco Law hosted a webinar on the “Export Credit Guarantee Programme”. Mr. Terence Chiu, Commissioner of the Hong Kong Export Credit Insurance Corporation and his team were invited to provide an introduction to the “Export Credit Guarantee Scheme”.


“HKWSKMA X Home Affair Department” Yarn Bombing@SSP – 2022.01

Laws Knitters Studio is committed to promoting local craftsmanship. Co-hosted with Home Affairs Department – Sham Shui Po District Office, HKWSKMA invited a local brand ‘hoopla’ and local artisan LYH to create and hand knit a series of adorable dolls to decorate the Sham Shui Po neighborhood. Vice Chairman Mr. John Lo, Mr. Roger Chan and member Mr. Umeda from Shima Seiki  have toured around the decorated areas with Legislative Council member Mr. Sunny Tan and Chairman of The Hong Kong General Chamber of Textiles Prfo. Raymond Chu .


Fashion Summit 2021 & CENTRESTAGE 2021 – 2021.09

With great support from the industry, Fashion Summit and CENTRESTAGE, two major events for the fashion and textile industry have been successfully held in September. Committee Member Ms. Katherine Fang, spoke at the CENTRESTAGE as the Chairperson of the HKTDC Garment Industry Advisory Committee.
Chairman Mr. Bosco Law and Committee Member Mr. Felix Chung encouraged members to participate to explore sustainable fashion as well as embrace new opportunities after the pandemic.


“HKWSKMA X PolyU Foundation” Appreciation Gathering – 2021.06.10

Representatives of the association attended the Hong Kong Polytechnic University Foundation (PolyU Foundation) appreciation party to receive certificates of appreciation and souvenirs from the University. Prof. Jin-Guang Teng, President of PolyU, shared the latest development of PolyU in the field of education and research. We also took a chance to tour around the campus with other guests.

With the mission of nurturing talents in the industry, we will support the academic and overseas exchange scholarship program of PolyU and make a donation to students from the Institute of Textiles and Clothing, in the hope of cultivating their innovative spirit and fostering the development of the industry.


HKWSKMA x NOVETEX: Visiting “The Billie System” @TaiPo – 2021.03.26

Chairman Mr. Bosco Law, Vice Chairman Mr. John Lo, Mr. Roger Chan & members visited the “The Billie System” at TaiPo. It was our great pleasure to have Ms. Ronna Chao, the Chairman of Novetex Textiles introduced the concept and operation of “The Billie System”, the possibilities and applications of innovative textile upcycling systems in the city.

How could we tackle 400 tonnes of daily textile waste in Hong Kong? Nowadays, green consumerism and sustainability play important roles in fashion and garment industry. “Recycling Textile Wastes” will be one of the indispensable and necessary topic of sustainable fashion in future.

FFFriday Knitted Art x Coffee Buzz ft. hoopla & Rings Coffee – 2020.11.20

The brand “hoopla” was founded by young fashion designer Wayne Lo, participated Knitwear Symphony 2016 & the 6th HK Young Knitwear Designers' Contest with the series ``Urban Escape'' and won the third place in the competition. “hoopla” combines traditional knitting techniques and trend elements to design a series of products. The brand aims to break the traditional concept towards knitting, promote knitting culture to the public, and explore more possibilities of knitted art.

Chairman Mr. Bosco Law and Mr. Marco Chen, representative of Explorium Hong Kong, Fung Group, joined the event “Knitted Art x Coffee Buzz ft. hoopla & Rings Coffee” which co-organized with FFFRIDAY.

Lane Crawford and Fashion Farm Foundation (FFF) co-organized the "Lane Crawford x FFFriday Pop-Up Store", which held at Lane Crawford ifc mall, featuring 3 homegrown fashion talents, YAT PIT, SFZ & SON and FEASTON.

Chairman Mr. Bosco Law and member, M.ORO International joined the opening ceremony with guests, Dr. Bernard Chan of Under Secretary for CEDB, Hon. Felix Chung of Textiles and Garment Sector, Ms. Jersey Yuen of Create Hong Kong, Dr Edmund Lee of Hong Kong Design Centre and Ms. Edith Law of FFF.

The pop-up is furbished as a large eye-catching pseudo-advertisement that incorporates Cantonese slang and folk-wisdom, imitating the culture of shopping during the time. The pop-up store was opened for public to support and promote the local fashion brands.

Introduced by OHKF, Chairman, Mr. Bosco Law and the representative of committee members, HKWSKMA visited “Run Run Shaw Creative Media Centre” which is an academic building on the campus of the City University of Hong Kong, hosts the university’s programmes, an open, multi-directional art space that focuses on art learning, research and exchange. The participants included the representative of OHKF, FIDC, Textile Council of Hong Kong, Hong Kong General Chamber of Textiles and Fashion Farm Foundation.

Cultural and Creative Industries is one of the development of the six priority industries in Hong Kong, taking this opportunity to discuss and exchange the ideas of the cross-industry talents to further arts and technology development, and advocates the convergence between the creative, and technology sectors for generating new possibilities and opportunities for Hong Kong's creative industry and society at large.

Let us further explore the applications of digital arts for the fashion industry.

Cleaner Production Partnership Programme

 

Background:

In April 2008, the Environmental Protection Department of Hong Kong SAR (EPD) launched the Cleaner Production Partnership Programme (the Programme) in collaboration with the Economic and Information Commission of Guangdong Province to encourage and facilitate Hong Kong-owned factories in Guangdong and Hong Kong to adopt cleaner production (CP) technologies and practices, thereby contributing to improving the environment. In the light of the environmental benefits brought by the Programme, the EPD has extended the Programme until 31 March 2020 with a funding of $150 million. Hong Kong Productivity Council (HKPC) continues to be the implementation agent for the Programme and acts as the Secretariat for operation of the Programme.

The Association has successfully applied Cleaner Production Partnership Programme (The Programme) – “Organization Support Initiative” in Dec 2016 and the total project duration is 12 months. Under the funding support of the Programme, the Association has organized several activities to promote cleaner production technologies in 2017, including two factory visits of American & Efird(HK) Ltd & Sun Hing Elastic Covering Factory Limited and two videos of filming “Generation of Photovoltaics” and “Purification of gases produced by Tenter Machine” in Pacific Textiles Ltd ( Cleaner Production Partnership Programme – Demonstration Projects 13D0334 and 13D0333) and “Installation of garment iron traps to save energy”in Weixing Wool Knitting (Haifeng) Co., Ltd (Cleaner Production Partnership Programme – Demonstration Project 14D0399).

Meeting with Guangdong’s Labour & Social Security Bureau

Aim:

1、To reflect the difficulties when implementing the Social Insurance Policy
2、To clarify the latest Social Insurance Policy which often confuse HK investors

 

The current Labour Law stipulates that an employee must not work for more than 40 hours a week while the time for over-time work must not exceed 36 hours a month. However, this requirement lacks flexibility in meeting the needs of labour-intensive factories. During lean periods, workers are usually under-utilized, but when peak season comes, the stipulated work hours are not enough to meet the workload. Hence, enterprises are forced to hire extra labours and incur higher costs. In view of this, while continuing to abide by the Labour Law, we called on the Guangdong's Labour & Social Security Bureau to draw up supplementary regulations or implementation rules so that our factories can be recognized by international buyers. However, the provincial authorities pointed out that they are not authorized to interpret the Labour Law because the right to formulate implementation rules and related measures is vested in the National People's Congress. The Bureau mentioned the government authorities are well aware that the introduction of the social insurance system will increase manufacturers' operating costs, thereby undermining their competitiveness on the international market. However, as the relevant legislation has come into force and the system will be implemented as scheduled, manufacturers are advised to boost their production efficiency to offset the cost increase.

The authority clarified the average monthly salary of the preceding year of an employee will be used as the base for calculation of insurance premium. The percentage to be shouldered by the enterprise will be set by respective city authorities.

We have appealed for the inclusion of textiles manufacturing under the "assorted working hours" scheme where the total working hours of an employee are calculated on a yearly basis (or half-yearly) instead of monthly basis. On this issue, the authority will gather more information from Hong Kong investors on the problems they face and will lobby the central government for the inclusion of textiles.

We have also proposed to the provincial bureau for organizing seminars on labour and social insurance issues. They have agreed in principle and will work on the details.
